The project was aimed to help nurture a community of next generation Afghan leaders through establishing the Afghanistan 21 Young Leaders Initiative (AYLI) that would exist under the broader Asia Society Asia 21 Young Leaders Initiative umbrella. Members of AYLI would comprise selected young leaders from across Afghanistan, including men and women from various sectors (government, business, civil society, academia, religious and military communities).

CHA administratively managed the project including relations with donor, while WBRAO took responsibility of the technical side. CHA/WBRAO served as Asia Society's Afghan partner organization and lead on-the-ground implementation providing the expertise and on-the-ground personnel necessary to (1) help select the brightest young leaders from Afghanistan; (2) facilitate the regular meeting of these young leaders and their outreach to university students; and (3) coordinate an outreach campaign to best inform decision-makers, the media, and others about their activities.
